When I confront a normie for doing this he’ll say "sorry bro was busy" when I know the motherfucker rots on his phone doing nothing for hours on end every day. It would take 20 seconds to reply to me. Is this worth burning bridges over?

If a person doesn't respond to your text messages early on and decides to text you hours later or the next day, it means that he doesn't give a fuck about you. you are not on his/her mind, he/she is busy texting people that he/she truly cares about. Normies will also devote most of their time to having long conversations with people they only like. If your normie friends don't do that with you, it simply means that you are not important to them.

Your just not that important to them, people will only truly respond ASAP to those very important in their lives, I am guilty of receiving a random discord message and then forgetting to respond to it.
Probably not worth burning bridges over, or they could be depressed/tired and cant give a good effort response or something, all situations are different.
Sometimes though I will just instant respond, it just depends, I don't play games with my response times or anything.
