Seriously I never got it. You see normies paying some random dude on the street to draw them more ugly AND their response is to laugh. WTF? Are normies masochist?

Because they know they aren't ugly so they can laugh at themselves. If an ugly incel wanted to get a caricature, the artist would have to be extra mindful and would need to make the drawing look handsome instead of ugly
