This is completely untrue. Homo-sapien as a species evolved to have higher intelligence as a result of increased brain size. The average Homo-sapien brain size is 1400cc, and this increase in brain size accounts for intelligence, not environmental factors. You are confusing cultural differences for intelligence differences, but all races have the same intelligence capacity as all are Homo-sapien.
