Black people have been at a disadvantage due to having no choice but to live in inner cities where crime is most rampant which is a direct result of slavery and Jim Crow laws which did not allow blacks to move to outer cities where crime is less prevalent. Crime and poor social contracts are a result of these inner cities having too dense of minority (especially black) populations in one spot, leading to lore competition for little jobs while there being no real opportunity for outward expansion into the suburbs. The further you move away from a main business center for a county or city, the further you get into the white dominated suburbs with little crime. Crime and poor socioeconomic conditions is more about area rather than the people. White Irish people faced the same discrimination blacks did back in the day as well due to having to live in inner cities.
