Because in Arab countries, the army is an institution for the elite, not for those who have talent. The army and political power are inextricably linked. As far as I know, only wealthy and influential Arab families can afford to send their sons to military academies. The army is a closed institution.

Arabs are extremely clan-based. Therefore, most officers in the Arab armies are cretins who got their rank not through real training in tactics and strategy, but because of where their families come from. In other countries, the army acts as an institution for the poor but talented.
