Yeah, you'd have to terraform the planet. Think about how difficult it would be to simply terraform (if that's the right word in this case) an uninhabitable part of earth. Like turning a barren antarctic island into a lush tropical paradise. Terraforming mars would be many orders of magnitude more difficult than that. It's something that will remain a science fiction concept for centuries unless ASI somehow makes some really insane scientific breakthroughs that dramatically changes physics as we know it.
