Serious Who takes mod actions even when there's no mods online?

So recently this guy @rxkrd72 made a thread about mocking the mods and coming out as a fakecel. I noticed he was banned within a few minutes of posting but at the time of his banning, there were no active mods (you can see that in the staff online list). Proudweeb shows up in the list but he was active 40 minutes before he was banned.

Prior to this, I'd a thread in the suggestions get approved even when there were no active mods.

Is it some glitch in showing the active mods or some mods don't show up in the staff active list?

Just curious.
