I feel like most rural villages are 99% white. They're just bringing attention.
Fighting a civil war would exact a terrible cost on them. They are not prepared to fight like Russians and Ukrainians fighting each other.
But most rural villages don't have a declared policy of keeping other races out.

The racial situation in America is that everything is implied.
It's implied that there are white majority safe spaces and majority minority safe spaces.

We don't read about it in mainstream media but I'm sure if you interviewed the people in these communities and allowed for anonymity they'll tell you the truth about the friction. I'm not surprised. There are already towns like this for blacks in the Deep South, Mississippi/Alabama/Georgia. Especially along the Delta. You could probably consider a few of them to be whatever black people's version would be of "sundown towns."
