Psp, Vita and 3ds are good. Retro games look good on small screen.

Switch has pretty much only snes and nes games. Wii U has virtual console. So I’d say Wii U. Not sure about PS4 I’m an xbox guy.

if you wanna play anything that's pre N64 then a potato pc will do just fine.
But for 3d emulation you're gonna need an ok or decent GPU and CPU with decent ram

I just bought the HD collection on steam like a normal fag tbh.
I've used to play all of the good ace combats, Fatal Frame 3, persona 3 and other games from my childhood though.

I would recommend getting the 2007 pc version and fixing it using this
