Which combination of traits do you perceive as "whiter"?

Both can be and are white, but I'm interested to know which is seen as "whiter". I for one believe that olive skin and light hair are whiter, as natural light hair, that is not a random genetic mutation, only occurs in Caucasoid populations. Northeastern Mongoloids are often quite pale, but dark haired.

Medium/pale skin and dark brown hair and brown eyes, thats how great majority of whites look where i live.

I agree, since as you mentioned NEA pops can have "pale" skin as well as a minority of MENA though they sometimes have "yellowish" undertones rare/not found in Europe

Southern Euros often have yellowish or rather cream undertones. At least according to the Von Luschan scale:
