Roman armies when it comes to infantry centric armies in cavalry armies I'd say Sassanid Persia or even Parthians cos of their strategy of fielding both heavy armoured from head to Toe cataphracts and unarmoured or lightly armoured horse archers very few armies did this and ofc the Byzantines had very good cavalry armies as well.
