When in the Bible or in Early Christian teaching said that the Monarch of England would lead the church?

I was Raised Anglican in the UK, turned Lapsed Catholic. But I never got why Henry became the “Supreme Governor” And not some Religious ruler like the Pope, and he's Cardinals? And even The Prime minister and Politicians till 2007 with Gordon Brown being an Atheist leading to some problems? What's wrong with Anglo Protestantism?
