I use the liquify tool, but i dont remember the icon
In addiction to that i use paint,
I copy n paste the eye ,rotate slightly to get a more positive tilt
Same for the eyebrows , lowering it too
Then i use the color tool set at the minimum opacity and 2 pixels, to draw natural eyebrows one by one
