I do not have that many examples, so it is hard to make a judgement. But given "social rules of flirtation" where men are expected to be chasers.
I guy who cannot get laid, I'd call a loser, no matter how much he insists that he does not want to, or isn't interested.
I would not judge a girl, because in her case, I assume that if she truly wanted to she would certainly find a guy.
