What do you think is an incel? In my opinion, incel is any male not attractive enough to get attention from the opposite sex. In a broader sense, even if some female see you as a betabuxxer but she isn't really attracted to you sexually and romantically, you count as an incel. If females don't show interest in you, you're an incel.
During my Church years I was at some meetings and saw with my own eyes how females treat attractive men. They don't approach directly, but they show interest first, like start asking questions. Even tone of their voice changes when they talk with an attractive men. 'Just approach ', 'just talk to women '. In real life, females not only show interest in attractive men first, they can fight for them, like helping a male to overcome addiction etc.
Being able to potentially attract an ugly female or even an average female as a betabuxxer ( if you're rich ) doesn't make you fakecel. Because betabuxxing isn't about sex. She will never see you as a sexual being. Incel is a male who cannot generate sexual and romantic feelings in females due to an unattractive looks.

To answer your question - I would probably say someone who is deprived of being in a relationship because of characteristics that are outside of their control. I don't think anyone could really ascribe any particular ideology to it.
