You buy stolen credentials, so actual credit card numbers, expiration dates, etc. You can use them to make online purchases for laptops or whatever.

The seller gets money with low risk.

To use those cards you need to check that they are still active by making a small test charge. You also need a residential IP address from the same city as the stolen card to avoid your transaction getting declined. You also run into massive legal risk, as if you get unmasked the FBI can come after you.
