There will be chaos, yes, but I doubt this will lead to any real damage since females have lived without tampons for thousands of years.

We have lived without toilet paper for thousands of years too yet all the toilet paper in the stores is being pillaged.
If anything, toilet paper is less useful than tampons, since the utility of toilet paper is done better by water, whereas there is nothing better to absorb a foid's menstrual blood than tampons.
