Basically, yes. Women, like most children, blindly conform to social norms. If you were a young teenage boy and an adult woman performed a sex act on you, you would be pressured by your peers or parents to report it to the police as statutory rape.

Might have some historical basis considering forms of mass copulation were more common in the past, and most modern y-dna lineages are considerably younger and exhibit a starburst pattern which indicates a rapid population expansion from a single source.
My penis is different from a woman's vagina in that it needs to be erect to be sexually stimulated. A woman has a hole, so all you really NEED to do is penetrate it the right way and orgasm will happen. It might not be enjoyable, but it can be bruteforced. Not like with a flaccid penis.
