I think most people are afraid to do anything, including government officials, is because they know that if they are trying to stop these cartels then it would mean their kids, their mothers, their fathers, their sisters, their brothers, their nephews, their nieces, their grandmothers, their grandfathers would all get murdered mercilessly. So in a way I can't really blame them. Terrorist organizations in Africa and the Middle East are often just funded and supported by Americans themselves, they just do what their masters tell them to do. And they can't be bothered with the same crimes that cartels commit. It's not a coincidence that those who join these organizations are poor people with no future prospects, so enter some shady CIA agent who promises to pay your family money if you blow shit up, you can see that it's appealing to these people.
