Men are required by law to sign up for the draft, so I guess making it automatic removes the extra steps and allows some more federal jobs to be cut
They also raised the age to be in the army to 42.

Before it wasn't automatic but you still had to agree to be signed up for the SSS in order to get a drivers license.
