It's part of the plan. If you read the tweet he posted it's clear, he said Ukraine can win and it depends on Europe. He wished them "Good luck!", saying this is your problem now, I don't care. So basically he gave up and let Europeans do what they want, they will continue sending weapons but not as free aid, he wants the EU to pay for it. He won, made a good deal, the US will get richer.

Jfl, this was a pretty clever way to abandon them. "They're doing so well that they don't need our help". As long as we don't get wrapped up in what will be a decades long boondoggle, I'm all for it.
