Mail order isn't worth it. From what I've heard, many of the females are impulsively trying to bail from a bad financial situation and are just depressed when they go to live in another country. the way this works is usually you pay like a membership fee or when I still did you paid for addresses of Russian or Ukrainian women . There is a catalog with pictures and if there is a girl you liked you could request the address and further pictures. Problem with these services is that some are fake. Well in my case I used on of the legit ones but still got no results eventhough some guys who introduced me to it were successful. Frequently the provider of these mail order services arranged trips to Russia or Ukraine where you could meet girls. Luckily I saw how hopeless this is so I never made up my mind to do this. On the other hand some old fat white men were "successful"
