That's why responsible states tend to see benefits in good education system, public infrastructure and policies regarding sport and social bonding. A responsible state needs productive happy people making children.
That's what the USSR tried to provide for a certain period of time, and did marvels. Imagine how a regime could turn a primitive feudal society into the second superpower of this world in only 5 decades. This always blows my mind. In fact the USSR only failed because normies were manipulated to believe in the illusory intrinseque value of a null concept : liberty.
