For some reason, some people from the North created Russian state in IX century but they didn't influenced their other neighbours for centuries. Baltic tribes didn't created any country until they were conquered by German knights in XIII century. Lithuanian state was created in XIII century without influence from Swedes. And Finnish tribes didn't created their own state and were subjugated by Sweden in XII century ( if I'm not mistaken ).
