On the Wikipedia page about Adolescent sexuality, there's a chart showing what percentage of 15 year olds were sexually active by country, and on average, 1/4 were sexually active. So, it's very likely that many people had sex at 13 years old. The implication is that 13 year olds having sex is natural, and people just start having sex when they feel like it. Using this logic, the age of consent doesn't make sense.

Also, all age based laws are nonsense since they are based on an arbritrary date.
