I do not think the people who cite that have ever actually read a study about it. The studies only showed that the prefrontal cortex continues refining into the twenties, which does not mean people under 25 are irrational or incapable of making adult decisions. By about 15 to 18, reasoning ability is essentially at the adult level, and by the early twenties people are as rational as they will ever be, with only small gains in consistency after.
