Your math is wrong. 2^32 is only 4.3 billion. If you have one more bit, then yes you could generate more than 8 billion unique sequences.

...however, it is unlikely that you could craft 32 yes/no questions such that every person has a unique sequence of answers. It's an interesting thought experiment though.
