My theory is that Ukrainian men who are slain in battle get put on a "missing" list until their bodies are found. This list is separate from those of the deserters. Often, especially in modern war, bodies are so smashed and disfigured that they become unrecognizable. For example, after Pearl Harbor, instead of finding complete bodies, the mop-up crew found limbs, organs, and many other body parts...
