I am in HS and I can tell you first hand that the vast majority of my classmates still don't look like that lol.
in simple terms, high schoolers having sexual relationships with each other is irresponsible but they don't have any other opportunities or outlets to experience sexual intimacy. no one is being exploited, it's just two immature people expressing their urge for sexual embrace in the only way they have available to them; and usually the two of them know each other and come from the same social environment.

As long as hierarchies exist in nature, there will always be power imbalances. That's just an inevitable fact of life.
