People have a , " someone else will clean it up " mentality. Parents also do not teach their kids not to litter, parents litter themselves.

My own parents litter , while I keep the trash with me untill I find a garbage bin.

I think people do it unconsciously, most of the time , people do not even realise that they are littering and dirtying their environment. And they don't care.
