This has to be the biggest problem in every single democratic country that exists today, The systems that currently exist in all of these countries are terrible and must be dismantled but in doing so IT will cause many short term problems that will effect the average person which causes those people to vote in a guy whose going to return things to the status quo. People are unwilling to make the sacrifice required to make things better because they are totally unwilling to express any of the pain from ripping the band-aid off which is required for actual change.
Most democracies hold elections every couple of years which is not enough time for any person in power to rip off the band-aid and establish a new system that would be better for the people as the people will vote for the other guy who has new promises that he will never be able to fully implement either, The populace has political ADHD and sometimes You can't really blame them as the system has been screwing them over for decades and they don't have time that most do to actually research all of this stuff because they are basically wageslaves.
