The incel rebellion is already happening in a way, but not in the way you think.
No, it won't be a bunch of terrorcels marching into the government HQ, blasting it with captured tanks, and capturing power from force.
The developed countries' digital infrastructure made this impossible, with advanced algorithmic monitoring; how did Nepal pulled it off? These small countries don't have the leverage to force platforms like Telegram to delete the organizing groups.
The economy is the #1 metric for governments around the world, keep that in mind. They won't care if some terrorcels shot up a bunch of people in the malls — for security reasons, they may even suppress the groups online, just like how incel groups keep getting banned from Reddit etc.
What is happening instead, is quiet quitting.
Certainly, removing the incentives to work hard (family, buying a car and a house) played the primary contributor in this trend, with other factors playing a minor role.
I also need to mention that women working has effectively cut the wages for the breadwinner, therefore many of the non-incel economical problems can also be blamed on this.

The above data said that the trend costs 10% of the global GDP, loss in $8.9 trillion per year in productivity!!
It is extremely difficult for governments around the world to ban dating apps because people can just move onto 1990s HTML sites if these were banned. At the same time, it's also difficult for governments to crack down on sexual frustration and quiet quitting, due to the vague acts and the hyper specific mechanics of both dating apps and quiet quitting.
Ultimately, your weapon is economical leverage, not a gun. Form anti-feminist pressure groups focused on softening hypergamy, as they did in South Korea successfully, by shifting the Overton window and awakening men that excessive hypergamy is the problem.
For authoritarian countries, dating apps, women working and feminism can be framed as "hurting national spirituality", while in democracies, new laws can be passed without violating free speech in other areas, though the dating app and social media runners have lots of economical leverage in lobbying so many men will have to be on board with this agenda, using their populist strength in numbers.
It's a marathon, not a sprint.

"At least 50% of US workers qualify as quiet quitters, according to Gallup. Employee disengagement costs the global economy $8.9 trillion per year. 47% of Gen Z employees say they are "coasting" through work. Only 21% of employees worldwide are engaged, and the trend is evolving into new forms like "quiet cracking" and "revenge quitting." The disengagement crisis is deepening, not fading."
