Something I don't really get is how they decide when to enforced. In last August in the UK people who got arrested for racists posts did it on their facebook profiles with real name, face pic, location, etc. So they were very easy to identify no need to even investigate. If a Bonglander makes a 4chan racist post (which is anonymous and temporary) do they just let it go because it's too much work?

I never liked 4chan tbh never saw the appeal. Posts will be deleted once the thread dies so what's the point? Also the two biggest boards suck. /pol/ is just ethnics calling each other racial slurs "ironically" and /b/ is full of boring "pics you shouldn't share" threads, furry porn, gay porn, blacked ragebait and Andy Sixx log copypasta.
