There's this spanish comedy show called LQSA so there is a episode where one character who is a politician hides the mayor of the city and his house, because the mayor (woman) had a divorce with a high-class politician (ministro de interior) So for revenge she had a copy of "Contabilidad B", basically all the swiss bank accounts of all politicians, that released will provoke a heavy social unrest. The plot of that episode is just neighbours stealing that disk only to screw politicians. My theory is that all nuke codes and heavy military data is just stored analogically or physical outside of the cloud.
Sure there is a dark web (basically non-normalfag internet) but you can acces in it pretty easy with just Tor, invite links, and the correct searches. Also many of that is in the clearnet (camiones pesados which feds love and drugs that you can buy easily but just going outside at night and going down a bridge). Of course there are obscure forums but Torchat and Telegram and Reddit and so on are completely legal and safe to download.
There is not any clearnet or darknet but different nets, completely parallel ones.
The military (the high ranks) have a parallel internet same to what we are using but with "bonus" sites that can only be accesed via their respective OS and they have their own browser. Also they analize their IPs which the "milnet" only permits those that are in the bunkers and offices.
