Huh, that's odd. All the arsonists had masks, and one even looks like she deliberately tries to start the fire.
Technically responsibility falls on the owners and building code inspectors. This is why there many things are fire resistant.
Thermoset plastics like computers don't burn. They change to a dark tan over time due to the fire resistant chemicals. Fire rated spray foam is similar.
Thermoform plastic is very different from thermoset. Thermoform is what's used for 3d printers. Instead of charring it melts and boils off into the fire, feeding it stronger. That was a huge amount of aerated thermoform plastic on the ceiling. Probably pretty comparable to the astronaut disaster where carpet burned under a pure oxygen environment.
The real danger in this situation was the amount of people and lack of air. Crash bars and exterior opening fire doors were mandated after 300 people burned to death in a movie theater (early 1900s). This is why maximum occupancy codes exist. This is why building codes require certain fire resistant safety features, like all commercial areas requiring sprinklers and full dedicated fire safety systems.
