Yes. It would even make sense from a financial POV for the government. What do sub5 mens who have nobody and nothing to live for do ? They rot in their basement, NEET and get money from the government. This is a scenario the government doesn't wish for. They want the people to go to work so they can collect as much tax money as possible. And if the sub5 men get the reperations, they might get plastic surgery that makes them look better, increasing the chance of finding a partner, get a bigger social circle and have a reason to work again.
