It could work but requires massive government incentives and nuance and package deals ie do you want only the prostitution service or the maid service as well? Etc.

Make it a government subsidized job with regular std screening and it could definitely work for cels that don’t mind the wife or girlfriend experience without the love but the way it would or could work isn’t how either you or OP are thinking ie it could work like a job once again that can be left at anytime and purely voluntary for pay ie as a form of employment etc.
