Spain had nothing to offer the Axis in a war and were in no position to fight after the civil war.
They would have been Italy 2.0 with Germany having to cover more fronts as a weak ally gets bodied by UK and US.
Spain did trade what they could with the Axis and sent volunteers and only stopped doing that when the war was well past lost.
