Serious Spam in lounge unless it is excessive shouldn't be bannable

The lounge shouldn't be taken too seriously. i get if it is excessive and completely unrelated but in a lot of cases it's not that big of a deal

This is what @Starfish Vs Koala got banned for yesterday. It's not like this was even unrelated to the thread considering it was about dogs and it was only one post. I can't really count something like this as spam. This is just the jannies not allowing fun imo.
