Both the age of Consent, and the age a woman can get married, should be the same as "first bleed". When the foid has reached menstration, she is sexually mature and is biologically a woman capable of bearing children. So there's no reason to further prevent marriage to an eligible man. Also, sex outside of wedlock should be banned by capital punishment.

All problems would be solved with this. There would be no statutory rape, no STDs, no whores. Also there would be no unmarried women, or at least very few of them, and those who are unmarried by age 15 or so should be shipped off to the brothels.
