Short men will always exist tbh. Even if the average height suddenly rose to 6'5, 6 foot will now be short and even with 6'5 men, they will still create 6 foot and even shorter because of many many factors like genetic recombination, epigenetics, genomic expression etc. So many mutations like base analog mutations/ tautomeric mutations can take place warranting a decrease in height.
