I think so, Its a pretty good GPU and processor, just shittier than the one i have but i was able to run alot of games on it.

Displayport can go up to 120hz 240hz 170hz and 144hz, I reccomed a screen with high refresh rate and use displayport

Yes, You need a decent gpu to render 4k Above 30hz though, If it thermal throttles your Gonna be watching in 23hz which is slide show ass
Get a gpu Like a 1660 or something cheap
