This theory still comes true when you see how most people in the west (were there are the best life standards on Earth) don't want children anymore, while people living in atrocious conditions in some other parts of the world (Africa, India, South America etc) make dozens of children without thinking much about their future.

I think humans are hard wired to want to breed more in harsh conditions, to make sure the genes get passed on. It's the same after war. One would expect them to think 'hmm there was a war. the world is a bad place, maybe I should not reproduce'. But no, not only they don't think that, but they breed more to compensate for the recent downsize of the population.
