The U.S. Sentencing Guidelines' recommendation for securities fraud to the tune of $140 million, for a first-time offender, is actually 151-188 months in federal prison after taking into account a sentencing enhancement for Qin's number of victims, a second enhancement for his association with an investment advisor, and a reduction for acceptance of responsibility.
