In manhunt you can't really go on a killing spree since it's stealth based, but the way the protagonist delivers the killing blow is satisfying. It's very brutal.

But since you said something like Hatred I really suggest MDickie games, especially Hard Time. You can become OP in it and eventually massacre a fuckton of people, cops, prisoners with guns and bazookas
