5600/RX 6600 is a fine budget combo.
It's odd, but on AM4, it's best to run the most ranks you can. But, with a RX6600, he may as well sell the extra 8.
Why? It games more than well enough, and nobody here has a CPU for productivity.
he might not need it, but I personally would do it for the switch to AM5 more than anything, I personally would get that out of the way asap so I wouldn't need to worry about the pain in the ass that is rewiring all PSU connectors to the inevitable new motherboard
Also emulation is more CPU than GPU intensive and I do that quite often
