Permit at 16 and license at 18. After driving a bit at 18, I didn't drive again until I was 21 because I didn't need a car at college. Got my first car this January and I have been commuting with that.
At 24. I still haven't got a car. Very few people actually drive in places like London. It's pretty much a necessity if you live in towns with shitty transport links.

But the main correlation on this forum would be their age. It's not unusual not to be driving at 16-17 just as it's not unusual not to be having sex at 16-17.

I had 150 lessons and failed. Its over.
I was pretty close to getting it at 18. Failed driver test twice, once because I didn't look over my shoulder when turning out in a roundabout and some similar stupid shit in the other one.

Got it as soon as i was able to at 16. Was very difficult because i had to learn manual and i would come home every day from school and spend hours driving my shitty cheap ass car. Took forever just to be able to start moving.
Once i drove it around for a while i got the hang of it. The car at the driving school was automatic anyways so it was easy once i got there compared to what i had been doing.
