As long as your looks level is the same obviously. So your attractiveness is not an issue in that case. You can't compare that to lottery since lottery is random and females are not.

It really depends on each case and each person's judgement.

A guy who kissed a girl when he was 6 and then grew up to be an ugly virgin and never kissed again is an incel in my book. Much more so than a good-looking and tall "mentalcel".

If you managed to have sex and relationships as a teen, this is already something much more significant, but if a long time has passed and your looks decreased enough so that you can't get anything anymore, yes, you're an incel, but if your looks are the same or it happened just a while back then no. The exact time or looks decrease factor to be considered incel is tough to pinpoint.
