It's a weird thing isn't it?
Usually these people will invent some form of excuse for it, but in reality the behaviour is rarely genuinely personal, in my experience. It's just the way they are.
I think that some people try to build themselves up, and others try to bring others down.
The latter group... I think the most important thing is to give them as little power over you as you possibly can. Which sounds kind of obvious but... it becomes trickier than you think because sometimes it's hard to tell who these people are until they already have some power.
So yeah... watch out!
