I think this is only true if you look at purely physical aspects i.e. sexual dimorphism. Asians used to be a lot more masculine in the past because they had cultures that promoted masculinity. Ever since the end of WWII there has been a conscious effort to feminize Asian men and at the same time the western (and now global) standard of masculinity has become almost entirely focused on physicality. Being a man used to be more about stoicism, competence and heroism, now it's based on being tall, jacked, bearded and having a big dick. It's needless to say that this uniquely disadvantages Asians.

Asians used to be feared as warriors especially by Europeans. Tolkien based his warrior race of orcs on Asiatic hordes but today they are generally associated with blacks, which is probably one of the most hilarious showcases of how the perception of masculinity among races has changed over time. Similarly, Star Trek's Klingons are heavily based on Japanese warrior culture and mythology, but they have dark skin and are played by black actors. Why? Because Klingons are masculine and black men look the part. Masculinity today is all about looks and nothing about substance.

Since Asians lack sexual dimorphism we are reliant on having a strong patriarchal culture to project masculinity. However, since the end of WWII none such cultures exist anymore.
